A visual director draws out the outfit concepts which is then passed over to stylists to add details on fabric and other accessories before finally being created either by the stylist themselves or a professional responsible for producing outfits for singers.

After use, outfits are stored in the company's closet. Idols do not reuse the outfits. If the outfits are needed for concerts or other fan events after promotions end, they are produced all over again for wear. SM Ent said, "We rarely discard the outfits and either keep them to open an exhibit or put them up for charity auctions."

I hope he used those plastic trash bags for what they were intended to be used for in the first place!
They look like trash bags or what painters put down on the floor when they paint the walls!
