These days people are more attached to songs that are towards the dance genre or something that just allows you to dance hence the popularity of songs like LMFAO's Party rock anthem, Chris brown's Don't wake me up, and a little older, Big sean's Dance (ass). I wouldn't call those quality songs but I do enjoy them.
I don't think Psy is going to last past this song, but I do think there are people who thoroughly enjoy it.
I personally use it as a hype song when I'm doing work.

Now I think it's simply progressed to, if it is funny, let's unironically take to it, since that it is own merits. That's what I've observed historically in pop culture.
