Schoolchildren in Seoul will soon be allowed to dye or perm their hair after the education authorities decided to ban Draconian rules about what they may and may not look like.

Seoul education chief Kwak No-hyun announced a new ordinance on students' rights last Thursday prohibiting schools from restricting the hairstyles of students and giving a lot more freedom in terms of attire.

At present, most of the 1,200 schools in Seoul have regulations for hairstyles and attire of students. They typically ban perms and dyes and regulate hair length.

Now teachers worry that students will go overboard with accessories. The Seoul Education Office says it is discussing whether to put limits on piercing, tattoos, wigs, make-up and accessories.

A middle school teacher in northeastern Seoul said, "Already kids are secretly putting on powder and lip gloss in the restrooms and we are busy confiscating them. Things are only going to get worse."

Under the ordinance, teachers who try to stop students from perming or dying their hair face punitive measures for restricting their rights. For example, a pupil can file a report against a teacher who "recommends" that the student straightens out the perm. If an investigation finds that this is true, the teacher could be punished.

But critics worry that the added weight given to the subjective feelings of students could lead to problems.

The Seoul Education Office said it is looking at authorizing "guidance" should a youngster's appearance cause alarm to others. But some teachers worry that such guidance could be misinterpreted.

lol! I think it depends on the schools in the UK, and whether or not your in 6th form. Although my old secondary school, has gotten rather draconian about all students only using school scarf/bags etc, and the students still only allowed to wear skirts. I feel bad for my sister right now, especially with the snow.

Many schools in the US have dress codes about what is and is not acceptable to wear, and when certain styles get out of control, they amend the dress code. For example, a school banned Uggs because students started hiding cellphones, which aren't allowed, in them.

In my cousin's schools in Africa, girls have to have their heads shaved in the lower years because of class divide.
What happened is that some girls could afford to have elaborate hairstyles whilst others couldn't so the ones that couldn't ended up doing horrible things like prostituting themselves just so that they could 'fit in' too. IDE

LOL I wonder what those Korean teachers would think if they visited a school in Finland - no school uniforms, no hairstyle/make up codes, and school days last only 4-7 hours in comprehensive school (or 8 hours at maximum in upper secondary school), etc.

I didn't see your comment before posting mine and said pretty much the same thing :'D I'm always amazed at the length of school days in Korea, seriously, compared to ours... I sit at uni for like, 12 hours a week at the moment.

My school was really strict about the way we wear our uniform, because we represented the school. However, that could have been because it was a private school.

I always find this stuff intriguing because in Finland we don't have school uniforms/actual dress codes (beyond stuff like, "actually wear clothes please"/regulations for accessories or hair styles, make-up etc. I can imagine it being stressful for the teachers especially until the craze calms down, but what worries me the most is whether it'll affect bullying (since the downside to our lack of regulations is excess bullying over clothes/hair/etc).

i remember the schools I went to (US parochial schools), had pretty strict guide lines on how to do your hair. My friend got suspended for having pink streaks in hers once. They're were only two of them. (We could dye it though, it just need to be a 'natural color' and it had be like shoulder length or longer, for girls, and short for boys).

Why they have such restriction in fisrt place? What they wanted to achieve?

Date: 2012-02-05 05:37 pm (UTC)
From: [identity profile] msdaccxx.livejournal.com
i can't speak for Korea, but uniforms are commonplace where I am from and the purpose is partly tradition and partly to promote discipline and to ensure that there are no distractions from your work, much like any workplace dress-code. Also, to minimise bullying based on appearance and material possessions and to stop cliques/gangs that use coded clothing from forming.

Whether or not it works is another matter, but that's the reasons for it.

In elementary school/high school hardly anyone I knew got in trouble for dying their hair different colors, but it wasn't exactly an epidemic or trend or anything. I think people mostly just got in trouble for hats (never understood this) and had to change if they showed their midriff. Before one of my cousins moved to America before middle school she was really excited about being able to grow her hair out past her shoulders.

wow.
I have waited for this day since 1995.

Korean educators need to stop blaming the symptoms (appearance, attitude) and treat the cause (poverty, poor social relations, poor levels of tolerance).

I don't think it should be a problem. I have a friend who teaches there who recently dyed her hair a pretty bright red, and she's not getting any problems about it.

Although it may depend on what school you're teaching at? Every school's different.
