There's no threat Rain could give to strong arm his way into the division. Either someone neglected to tell him about the paperwork, or someone assured him he didn't have to worry about it. So while I'm sure Rain broke rules about wearing the uniform or leaving when he wasn't supposed to, I think it's bullshit to string him up for this paperwork.
