The government is setting out to improve Korea's national image abroad with more contributions to world peace and development, increased youth volunteering abroad and major marketing campaigns for top Korean brands.

In a meeting of the Presidential Council on Nation Branding yesterday, various ministers announced their measures aimed at boosting Korea's standing in national brand recognition from 33rd to 15th by 2013.

The Foreign Ministry reported plans to increase Korea's involvement in international efforts for security, poverty relief and development.

The government will increase its overseas development aid from the current 0.09 percent of the gross national income to 0.15 percent by 2012 and to 0.25 percent by 2015.

It will push to establish a new law for more consistent and effective implementation of development assistance abroad.

The nation's aid will continue to focus on Asia but will gradually expand to African countries.

Korea will also expand its participation in U.N. peacekeeping efforts in terms of military and financial contributions. It will seek to dispatch more Korean officials to international peacekeeping bodies.

The ministry will send up to 20,000 volunteers to Asia, South America and Africa by 2013 under an integrated program called World Friends Korea.

Their activities will focus on information technology, language learning, health care and agriculture. The new program will manage all government dispatched service workers to ensure they represent the nation more effectively and consistently, it said.

Some 2,000 Koreans are dispatched each year to state-supported volunteer activities abroad, the third-largest amount after the United States and Japan.

The ministry plans to spend 4 billion won per year from 2010 to 2012 refurbishing overseas embassies and offices, it said.

The Culture Ministry will also increase the number of overseas Korean cultural centers from 12 in nine countries to 37 in 32 countries by 2012 and will enhance its ability to promote tourism and culture.

The Ministry of Patriots and Veterans Affairs plans to invite 3,000 Korean War veterans and their families from 21 countries next year to mark the 60th anniversary of the start of the conflict.

About 25,000 veterans have visited the country since 1975.

On economic front, the Strategy and Finance Ministry is expanding a program to disseminate Korea's economic modernization model to developing countries.

Korea has been offering consultation, education and support for development to 13 countries since 2004.

In the first half of 2009, Korea carried out 31 projects in eight countries, including Algeria and Ukraine, in the areas of trade negotiation, financial systems, agricultural modernization and planning for development strategy.

In the second half, 48 such projects in 11 countries, including Kazakhstan and Uzbekistan, will be undertaken, the ministry said.

It will also participate in efforts by the United Nations and other international organizations for economic development of poor countries.

The Ministry of Knowledge Economy said it will advertise Korea's advanced technology on CNN for one week
in the lead up to September's Group of 20 financial crisis summit in Pittsburgh.

It will also conduct a joint marketing campaign for the nation's top products in major cities such as Chicago, London and Mexico City from September to November.


The presidential advisory body said it will adopt an integrated logo for government bodies and a new national slogan.

The panel will consider the Korean Peninsula or the national flower, Rose of Sharon, as the new representative image of the nation.

The council will also consider replacing the country's current national slogan "Dynamic Korea" and its tourism slogan "Korea Sparkling."


The panel was launched in January under Lee's direction to develop a comprehensive nation-branding strategy and coordinate measures by various government branches.

In March, the panel reported 10 priority projects under the vision to conjure up an image of "a caring and lovable Korea."

They seems to have an obsession of giving good impression of the Korean to the international community. No harm in doing that, but I wish they focus more on the people who are living inside the country. They need to give more support to their own people.

Honestly though, I think one of the reasons for the "image enhancement" I guess, is to distinguish themselves from their oh so happy neighbours to the north. Since I think there's still an ignorance among people. Like, I'm sure there's still a group thinking "OMG KOREA you're the one with the crazy missile man!"

mte. if this effort of theirs is genuine or one step in a series of many to improve upon or rethink various things (like that whole mental illness fuckery [even if you can't take the stigma away at least do something about how you treat people with mental illnesses]), i can't hold it against them for wanting to remind people that it's the weirdos to the north who have that crazy napoleanesque dude with missiles and shit.

however, i just hope it's not all for image and PR, that it's actually going to result in some kind of change.

well, i guess it's good with like at least a small step at a time. but i think they have to change their own people too. I mean like, most korean's mindsets still seem very narrow. so in the end its just all the efforts of the government. instead of the country.
