Yes, winter is pretty cold usually - but it is not always minus 30 or something. I would say it is quite abnormal - which, sadly, often happens lately when winter is all over the place - you get a warm and rainy December, New Year without any snow and then a freezing cold February. On the other hand, plus 30 at this time of year is not normal either, lol.
