A senior police officer replied to President Lee Myung-bak’s message of encouragement with a warning that Lee would be held accountable for his administration’s policy on the investigation rights of police and the prosecution.

The message apparently reflected deep discontent in the placing of police rights further under the control of prosecutors. The officer was disciplined for the reply.

According to police, Friday, Lee sent text messages to officers on Jan. 21 ahead of the Lunar New Year holiday saying, “I always thank you who do your duty when others are enjoying the holiday. People of the country trust and rely on you. I wish you good health and happiness. Happy New Year.”


The unidentified police inspector at a regional agency replied: “You’ve upgraded the Republic of Prosecutors to the Empire of Prosecutors, and it is shameless for you to send such a message to police officers. As a citizen and voter, I’ll judge your act that runs against the times.”

The message was made public as he posted a copy of it on his Facebook page. He later removed the posting.

Officers said the reply shows police are dissatisfied with the policy that allows the prosecution to supervise police in criminal investigations. A Presidential decree on the matter was passed at a Cabinet meeting late last year.

Regarding the message, National Police Agency Commissioner General Cho Hyun-oh expressed regret.

“The inspector made an inappropriate reply which is unthinkable as a public officer. I was very disappointed,” Cho said on the police intranet.

“When some officers returned handcuffs to protest the investigation rights policy, people denounced us for trying to clutch vested rights. An individual’s reckless remarks and acts will only make us lose public trust. Officers should be cautious in expressing their opinion,” he said.

As a disciplinary action, police transferred the inspector to another regional agency in regular reshuffle.

The inspector said on his Facebook page, “I made the posting to share my opinion about the investigation rights adjustment with my colleagues. But it was misunderstood that I denounced the President. I apologize.”
