It's a charity campaign to raise awareness for countries where people can't afford shoes.

I'd like to mention the reason he's "dirty" is for the point of the campaign (see above). I believe it's to reprent the fact that some countries can't have running water and such, along with shoes. It had such a beautiful meaning imo since I am very active charity volunteer.
