Awareness of animal cruelty in South Korea rose after media highlighted a case where a man almost beat a dog to death

South Korea will impose tougher penalties including possible prison terms for cruelty to animals following a highly publicised case, the government said Monday.

Under a revision to the animal protection law, people who mistreat pets will face a jail term of up to one year or a maximum fine of 10 million won ($9,400), the Ministry of Food, Agriculture, Forestry and Fisheries said.


The current penalty allows only a maximum fine of five million won.

"The revised law reflects the people's increasing concerns over ill-treatment of animals," the ministry said in a statement.

Public awareness of animal cruelty rose sharply recently after a local TV programme highlighted a case in which a man beat a dog almost to death.

An animal rights group has offered a one million won reward for the arrest of the offender, who has not been traced.

The revised law will also compel dog owners to register ownership with local governments from 2013.

The number of pets abandoned or lost on the street rose from about 25,000 in 2003 to more than 100,000 last year, the ministry said.

then it wouldn't make a difference whether it's dog or 'regular' cattle, would it?

Don't get me wrong, I haven't eaten a piece of meat in idek how long, but I don't see the difference between puppies and cows.

No it doesn't make a difference. The way they culled all those herds of hogs a few months ago was beyond atrocious but they didn't care. They didn't care that they were being cruel to the animals & possibly endangering the people that use the nearby water supply.

Yay finally!! can't stand animal cruelty!! it's disturbing, since as human beings we're supposed to be superior (in intelligence) and for that, we have the obligation and responsibility to take care of them not the other way around!!

And I know there's people who don't understand about animal rights or the love for animals and treating them as equals and stuff, but that's because there's people who have never received the unconditional love an animal can give!!

I totally agree. It always bothers me when people use the 'superiority' argument. They're basically saying 'We're better than animals, because we have a conscience and they don't. Therefore, we kill them!' Most paradoxial argument ever. *rolls eyes*

PETA has done some insane things in the past, but they've also done a lot of good things. I don't get why people hate on PETA in general, instead of on their individual campaigns. Sometimes people simply need to be shocked into opening their eyes. *shrugs*

I think PETA has a bat shit crazy approach to things but sadly it's needed. Even in this day and age people still turn a blind eye to things they don't want to think about or are just ignorant of situations. So while I may not be a fan of extremist things PETAs actions can get across a message to people who it might not reach another way.

My point exactly. It's not PETA's fault people are too ignorant or nonchalant about a lot of things going on in the world that really shouldn't be going on.

As a relatively sane person I disagree with a lot of the things they do (sometimes they can be pretty rash and it backfires), but I also agree with a lot of their campaigns. But some people just think 'Peta. Crazies.' without knowing what they're talking about.
