Date: 2017-06-22 07:05 am (UTC)I'm Pakistani and over here the Bindi is something almost exclusively worn by the Hindu community particularly the red Bindi between the eyebrows as it's associated with married Hindu women. There's a lot of complicated religious dynamics in play with how it's worn here but generally, non-Hindus will never wear that style and the placement will be much different if they use the gemstone stick-on ones. So yes even within the native culture there is an understanding that the symbol is associated with one group.
And for personal experience, I remember being in grade school in Pakistan and finding a half broken lipstick that my friends and I sued to give each other red bindis as a joke.A hindu classmate of ours was not happy with us and we ended up wiping it off and apologising.
