some people use lip gloss (its a great way to get rid of it if you have it and dont like using it on your lips but it should be fairly transparent/nude and fragrance free) or a gloss product. i liked eye vinyl by milk makeup because you can put it on any eye shadow and it would most likely work. it also doesnt stick like lip gloss. you could also use a face gloss or a lip balm. mac also did a eye gloss which rocked fashion week but that came in assorted colours i believe so its best to use a transparent one like mac has mixing medium shine
also i think its advised to not use brushes as it gets messy so its better to dab with your finger.
one of the youtubers i watch used the milk one recently. her whole aesthetic is 70s to 90s
