I don't know what kind of hood Younha was talking about, if anyone knows a translation....
According to iserial, she's talking about a mokomoko hood, which may be this.

I don't know if it's true, but my Korean supervisor told before me that it mimics the rising tone and elongates the last syllable.

Like: Annyeong haseyo~ (the tone rises at the end of their greeting)
