tl;dr: they're issuing refunds to all tastes that haven't been claimed for perks. all artists all cities. there is no option to keep the taste.

First, whomever wants to bring over an overseas act has to cover transport and accommodations for artist and staff and equipment rental at a minimum, plus work to get all the visa paperwork done. Then they have to pony up a guarantee, upfront money that is basically the appearance fee for the act to be in the venue regardless of how many tickets are sold. That way the act will get paid no matter what happens. The promoter ALWAYS assumes the risk of losing money by not being able to recoup those initial costs. Thus, the promoter seeks to put the act into size-appropriate venues at the highest price people will pay per tickets to make back the overhead plus some profit. Fans in a city saying "I'll go!" might be nice if as many as will fill a local venue reply, but there are so many other factors - venue availability during the time period, other commitments the act may have in the country, possible sponsorships, union issues, travel logistics from city to city... believe me, fans just saying "I know if X come to My City we could fill Local Theater" cuts no mustard.
There is one exception, and that is if the act already has funding to come to a country because of another circumstance, like a private or corporate gig. An act can try to do a few local shows in the same city they are contracted to perform in since their airfare and lodging are already paid, but it's a very limited circumstance and there still needs to be a promoter to be a partner in the venue/ticketing/promotion part of things.
