It's especially common when it comes to Jjong and Onew contributing to their albums. After Lucifer came out with their contributions as lyricists, Onew said that he'd written lyrics for like 10 or 15 songs but Your Name was the only one to be released.
It's probably not really malicious on SMs part, you want all the music in an album to fit together, and Lucifer in particular did that really well. But x cool song that's in a conflicting style will get shelved. Especially since Jjong is doing a mini, I'd bet he had more options that wound up missing the final cut.
