Plus, he remixed 2NE1's "I don't care" a short while ago. It's the one they've been using in their latest live performances of the song. (And it's the main reason why I can still listen to the song, may I add. I think I overdosed on the original version ;_;)
People that do fanmixes, however, risk a huge legal fiasco. A DJ local to where I am (Florida) got slapped with a massive fine for doing it with a Britney Spears song.

Well, that's not necessarily true. It depends on what will.i.am music group/Interscope decides to do if they find out. They can demand he take it down or ... whatever (I'm not really sure where he put it up), and if he refuses, they can (and likely will, they'll invariably win) take him to court.
American artists are notoriously spazmoidal about their "intellectual property" (most of which was not even written by the artists in question), and sling lawsuits at anything that looks or sounds like it might be derivative of something they've done. People get banned from YouTube for that sort of thing all the time, and they're not making money from it. Given that Interscope is one distributor notorious for blowing the whistle on people, I would not be surprised in the least if they find out about it.
