I guess they are trying to see with that facebook vote thing, which countries 2NE1 should visit on their tour, though they have some countries with already scheduled concert dates listed, so maybe it's for a fan meeting or something like that?

Brazil won I think and they ended up doing it in Peru but someone said that it was probably because they tried to book a venue too close to the date they wanted. In other words, they probably couldn't use pyrotechnics and stuff. I'm pretty sure the same thing is going to happen here.
