ETA: SM has now confirmed that EXO will have 4 concert / showcases schedules within April 12 & 13 in Japan. A total of 70,000 fans are expected to attend.

Plus lots of K-fans/C-fans/I-fans could be purchasing these tickets so it's not gonna be mutually exclusive to J-fans.

Are they selling EXO albums anywhere in Japan except Tower records?

Even singles don't mean much because how many singles did SuJu release in Japan before their "debut" and Japanese album in 2013.

Aside from touring does SM even do Music Shows in Japan these days?
Anyway EXO has China and they'll be leaving a lot of money on the table if they continue to neglect it. If they are doing a solo concert in Japan it's good prep for the concerts they'll need to have in Korea and China too.
The Chinese fans spend a lot of money supporting EXO and the whole purpose of M was to break into that market and be viewed as a local act. XOXO being a million seller has a lot to do with many fans buying both versions and fan signs. If they worked with local stores to do verified EXO albums sales for fan signs in China that'd have been even more records.
EXO-M appeared on a lot of CNY shows to start the year and they have promised to be in China much more this year so I expect SM to get it together.

Won't lie I'd enjoy China promo's more since you get tv-shows and more fansite pictures (plus more Tao screen-time and I'm majorly biased there)
Japan is always a bit of a black hole as an international fan you don't get much updates while people disappear in Japan. Though I'd be down for a DVD of these Japanese shows (Is SMTOWN week going to be release soon ugh)
At the end of the day Japan is such an established market and Chinese market is new territory so it makes sense.
Side note EXO-J subunit always makes me think of that famous Chinese exo fic where like some of the memebers get killed (can't remember the name).
