battery powered wipers and motor ignition isn't the same thing? You can turn on wipers without starting your car.

I'd think it would only be if the key is set to the 'on' position, because whenever I've forgotten to turn off the wipers before I turn of my car, they'll stop mid-swipe. But maybe it's a new car thing. Or maybe they were working only when he was trying to start the car, so there was a split-second of energy to power the wipers?

I have 3 key positions. off, battery(radio, heater, wipers etc) and on/ignition. If you turn off the car the wipers stop yeah, but I just have to turn on the battery again to fix it. I don't have to start the engine. Idk maybe it depends on the car

True, true. I guess it's been a while since I've tried doing that (didn't drive at all while I was living out of the country, and I've only been back a few months). Haha, I was just looking through the manual of my Kia earlier this afternoon to figure out what kind of oil it takes.
