Hmmm maybe, since cultures that have more high complex communication tend to put more emphasis on respecting elders. But a lot of it is that Western cultures (which, excluding southern Europe like Italy are lower context) value individualism. In individualism you tend to be more outspoken, right?
Higher context cultures tend to value community a bit more, so in that case it makes sense to not be so blunt but express thoughts in more subtle ways. Plus in community settings you know members better, so you don't really need to be "blunt" to get the point across. Only to outsiders or when someone is completely clueless.
